PHILIPPINE STUDENT FOR CHRIST BY LAWS (2007)

We the standards bearers of the Philippine Student For Christ, imploring the aid of our Sovereign God in the basis of his Word, in order to glorify Him in every aspect of our lives, and to radically make an impact to the Church and to the world, do ordain and promulgate this Constitution.

Article 1
(General Provision)


Section 1: This organization shall be known as the Philippine Student For Christ (PSFC) shall be referred to as either in all official function and correspondences.
Section 2: The Philippine Student For Christ is a Para-Church Christian Organization, holding to the Westminster Confession of Faith, the Larger and the shorter catechism as our doctrinal standard
Section 3: SFC Philippines is an autonomous chapter of SFC Korea.
Section 4: The recognized decisions-making body of the Philippine Student For Christ shall be comprised by its chapter officers, committee heads, Council and Staff members.
Section 5: PSFC shall hold at least one major event per month in relation to the theme and as corporately decided by its decision making body.
Section 6: PSFC shall be comprised of novices, SFCnians, Pre-Aldol, Aldol, Chapter offices, Committee Head, Council and Staff members.
Section 7: PSFC Council Officers, Chapter Officers and Committee Heads were to be assumed to be fit to their respective positions having at least committed themselves to Christ, to a local Church and to Phil SFC for at least one year.
Section 8: SFC convergences such as chapter informal and formal whereabouts, Inter-university Assemblies and outreach missions are expected to consulted and receive its authorization from the PSFC Council and Staff members.
Section 9: Amendment of the Constitution. This constitution maybe amended every other year, as approved by the council officers and staff members.

Article 2
(Declaration of Vision, Mission, Principles and Values)

Section 1: Our Vision:
A. Human Reformation
B. Church Reformation
C. Nation Reformation
D. World Reformation

Section 2: Our Mission
A. Reformed faith believers growth (reformed faith and right living): holding from the 16th century reformed faith believers thus rejecting liberalism, secularism and heretic beliefs. Living, believing, teaching God’s Sovereignty and the Bible as absolute within the reformed faith Theology. Propagating and developing into various fields of ministry endeavors
B. Evangelization (Spreading good news and reforming culture): sharing the Gospel of the Lord Jesus Christ-his Life, death and resurrection. Advocating repentance, forgiveness and faith walk for ones transformation.
C. Church establishment (Church service and association): the group of believers forms the local Church.
D. City, community and campus outreach (missions’ mobilization movement): foreign or local mission endeavor for the advancement of God’s Kingdom.

Section 3: Our Principles in Life
A. God-centered: God as sovereign in all aspects of our lives, seeing God’s hand in all life situations, making prayer as a constant habit expressing ones faith.
B. Bible-Centered: The Bible as unique divinely inspired, inerrant Word of God and has absolute authority. It is the standard of faith and practice to which all Christians must submit.
C. Church-Centered: The Church as the body and whose head is Christ composed of believers in constant edification and fellowship.
Section 4: Our Values
A. Christian disciplines: loving God with all our heart, soul mind and strength, we value ones desire and perseverance in knowing God and experiencing Him.
B. Servant-leadership: spearheading in serving for the cause of the advancement of God’s kingdom.
C. Jesus Christ, fully human and fully divine, who lived as a perfect example, who assumed the judgment due sinners by dying in our place, and who was bodily raised from the dead and ascended as Savior and Lord
D. We believe in: The only true God, the almighty Creator of all things, existing eternally in three persons-Father, Son, and Holy Spirit - full of love and glory.
E. The unity of all believers in Jesus Christ, manifest in worshipping and witnessing churches making disciples throughout the world.
F. Justification by God's grace to all who repent and put their faith in Jesus Christ alone for salvation.
G. The indwelling presence and transforming power of the Holy Spirit, who gives to all believers a new life and a new calling to obedient service.
H. The victorious reign and future personal return of Jesus Christ, who will judge all people with justice and mercy, giving over the unrepentant to eternal condemnation but receiving the redeemed into eternal life

Article 3
(Membership)

Section 1: Membership is open for every student willing to share in common faith upholding to SFC vision, mission, principles and values.
Section 2: Applicants for membership are required to fill-out an official PSFC registration form and should attend to the orientation as scheduled
Section 3: membership is renewable every academic year. A fee of fifty pesos shall be encouraged every semester for every SFCnian for the cause of Philippine SFC ministry whereabouts.
Section 4: The following membership status are herein adopted
A. Novice: refers to the interested parties, casually attending SFC whereabouts.
B. SFCnian: Students who uphold to SFC vision, mission, principles and values with enthusiasm in partnering with the organizational endeavors.
C. Pre- Aldol: An SFCnian who has actively spent at least one semester with SFC, having been a Christian in faith and in walk, serving in a local Church and has the desire to learn and serve as a leader of SFC.
D. Aldol: A Pre-Aldol, who has actively spent at least one year with SFC, spiritually equipped, has passion for evangelism and could facilitate students in ministry convergences.
E. Chapter Officers: could perform Aldol duties and shall comprise the chapter’s President, Vice-President, Secretary, Treasurer, PRO and Committee Heads.
F. PSFC Council: a decision making body comprised of students from different chapter, trained as a chapter officer or Aldol for at least one semester.
G. Staff: represented by SFC Alumni who have been actively involved with SFC. Must qualify based on the organizational staffing standards. The staff shall serve as a student mentor leading the students in pursuant with the organizational endeavors.
Section 4: Members of the organization are expected to submit to the declaration of the organizations Vision, Mission, Principles and Values. Actively participating to SFC whereabouts.

Article 4
(Bestowal of disciplinary Action)


Section 1: Disciplinary action is an act of approach to one’s unfavorable behavior in order to bringing about godly sorrow and true repentance. It shall be implemented by the Staff members and or the council officers.
Section 2: The following shall be grounds for disciplinary action of members:
A. (absentee member) Unreasonable consecutive nonappearance to SFC chapter convergences
B. Abuse of rights and unreasonable neglect of duty
C. Non objective actions causing division among the members of the organization
D. Any act that lowers the interest, integrity and well being of the organization and the Name of Christ.
E. Teaching or imposing ideas contrary to the organization and its Vision, Mission, Principles and Values.
Section 3: Execution of discipline
A. First offense: A personal private conversation
B. Second Offense: a dialogue with two or three witnesses among the Staff members and or the council officers. Necessary counseling shall be conducted.
C. Third Offense: For major damage, membership shall be forfeited and the person shall be excommunicated as prescribed in. Matthew 18:15-20 which gives us the procedure and authority for its implementation

Article 5
(Rights, privileges duties and obligations)

Section 1: Every member shall have the following rights and privileges
A. To have be duly informed of this bylaws
B. To be formally noticed, heard, adjudicated by the Staff and council members
C. To enjoy and share within the facilities and activities of the organization
D. To exercise his/ her right to vote
Section 2: The member shall have the following duties and obligations
A. To abide by and uphold this constitution
B. To attend in meetings and participate in every activity
C. To perform all duties and responsibilities that may be entrusted to him by the organization.

Article 6
(Organizational Structure)

Section 1: There shall be a supreme body, composed of the Head Staff, Staff members and PSFC council. It shall be the mentor of the students and shall take final actions to major decisions. It shall try cases of disciplinary action.
Section 2: PSFC Campus ministry shall have a body known as the PSFC council to be composed of the Chairperson, Vice president internal, Secretary, treasurer, PRO and Committee heads.
Section 3: PSFC chapters shall have a local body of officers, comprised of the President Vice President, Secretary, Treasurer, PRO and committee officers.
Section 4: The committee officers shall be subject under the supervision of the PSFC committee officers. Legal committees and field are herein adopted.

Article 7
(The Staff Members)


Section 1: Requirements:
A. Must be a College Graduate
B. Must have a Spiritual Calling in line with SFC endeavors
C. Must have experienced being an SFC Student leader or an SFC officer
D. Must have attended the PSFC Annual Conference at least Twice
E. Must submit application papers such as resume’, life story, testimony, TOR and clearance certificate.
Section 2: Qualification Process
A. Must be recommended by the chapter Staff Overseer
B. Must have a satisfactory recommendation from a home Church, Pastor-in-charge.
C. Must undergo and pass the interview and examinations.
D. Must be willing to undergo SFC Staff training
E. Must agree with SFC declaration of its Vision, Mission, Principles and Values.
Section 3: General Job Description
A. Evangelism, Discipleship and Missions endeavor
B. To mentor college students as Christian leaders
C. To perform added duties and responsibilities as may be prescribed of him/her in line with the organizations official functions.

Article 8
(Powers and duties of the council)

Section 1: The Council President
A. Shall set and preside over the general meeting and Council member’s meeting, explain and decide all questions of order, be informed of and sign all resolutions, communications and papers of the organizations.
B. Shall call and preside over all special meetings.
C. Shall have the power to give instruction and duties necessary for further improvement of the organizations.
D. Should be duly informed of the comprehensive reports regarding the status of the organization in it’s every affiliation.
E. Shall perform added duties and responsibilities as may be prescribed of him/her by the by laws, general meetings and the supreme body.
Section 2: The Council Vice President
A. Shall be the official representative of the organization in all its functions
B. Shall be the one to take over the office of the chairperson as officer-in-charge in the case of removal of the council president, resignation of his incapacity to discharge the powers of his/her duties.
C. Shall be the coordinator for the venue, speaker and all preparations needed for every organizational endeavor as mutually decided by the supreme body.
D. Shall perform added duties and responsibilities as may be prescribed of him/her by the by laws, general meeting and the supreme body.
Section 4: The Council Secretary
A. Shall keep the minutes of the meetings, attendance and perform typing jobs that may require him/her.
B. Shall conduct organizational correspondences
C. Shall be the organization’s historian.
D. Shall perform added duties and responsibilities as may be prescribed of him/her by the by laws, general meeting and the supreme body
Section 5: The Council Treasurer
A. Shall serve as the property custodian of the organization
B. Shall record all assets in sum or entity.
C. Shall audit
D. Shall collect membership dues, donations and funds.
E. Shall dispense funds as authorized by the supreme body.
F. Shall submit a financial statement in the span of his/her duty
G. Shall perform added duties and responsibilities as may be prescribed of him/her by the by laws, general meeting and the supreme body
Section 6: Council PRO
A. Shall be the spokesperson of the Supreme body to the chapter officers
B. Shall provide in the membership affairs of the organizations.
C. Shall gather chapter reports and duly inform the supreme body
D. Shall perform added duties and responsibilities as may be prescribed of him/her by the by laws, general meeting and the supreme body

Article 9

E. Shall perform added duties and responsibilities as maybe prescribed of him/her by the laws, general meeting and the chapter officers
Section 2: The chapter vice-President
A. Shall be the official representative of the organization in all its functions

Article 10
(Qualifications of Officers)

Section 1: The officers must have the following qualifications
A. Must be currently enrolled and a member of the organization in duration of his/her office
B. Must be attending regularly in a common local Christian church
C. Could perform the Aldol duties
D. Has actively spent at least one year with SFC
E. Should not hold any position in any other organization
F. Willing to commit for one year
G. Must have a right passion for the ministry/ upholding commons SFC vision, mission, Principles and values.

Article 11
(Elections and tenure of Office)

Section 1: The general and regular elections shall be held not later than 30 days before the last day of classes of the second semester
Section 2: Special; elections shall be held not later than two weeks after vacancy of elective
Section 3: Nominees are those who satisfactorily qualify for the office in line with the organizational standards
Section 4: Election shall be held through secret balloting
Section 5: The new set of duly elected officers shall assume the office on the first regular day of classes of the current academic year/semester.

Article 12
(Impeachment)

Section 1: Impeachment is the charging of elected officer with violation of trust in his/her office according to this constitution
Section 2: Any elected individual can be impeached
Section 3: the following shall be grounds for impeachment
A. Grounds for disciplinary action
B. Violation of the constitution
C. Usurpation of abuse of power
D. Gross incompetence
E. Highly questionable conduct or behavior
Section 4: The council shall hold the impeachment, if a highest officer is to be impeached; the next officer in charge shall preside in the impeachment with the members present
Section 5: The 75% of the members as well as the officers shall convict the accused person; officers cannot pronounce decision contrary to the verdict of the assembly

Article 13
(Meetings)

Section 1: There shall be a chapter assembly to be called SFC Convergence and an inter-university assembly to be called plenary meeting; the incumbent council officers and chapter officers shall decide upon a date, time and place of meetings under their concern.
Section 2: The council officers shall have regular meetings called; the date, time and place are to be formalized by the President
Section 3: There shall be chapter, inter-chapter and alumni convergences in pursuant to the organizational endeavors to be decided by its respective officers.
Section 4: The quorum for all meetings where deliberations are needed shall be simply majority vote (75%) of all members of the organization


Article 14
(Adviser)


Section 1: There shall be a body known as advisers. It shall be composed of at most at least two Christian faculty members for every campus chapter of PSFC with the approval of the council officers and staff.
Section 2: The advisers shall have no direct control over PSFC. They shall only guide assist and advice the organization in the course of their activities
Section 3: Advisers are expected to provide their support by helping and guiding their perspective PSFC chapter members in carrying out every decided endeavor.

Article 15
(Amendments)


Section 1: Amendments to this constitution maybe proposed in written form by the majority at least (75%) of members to the supreme body.
Section 2: A special meeting of the General Assembly shall be called to discuss the proposed amendments/ at least one week after the submission.
Section 3: Ratification of the amendments to this constitution shall require 75% vote of all the officers of the organization.


Article 16
(Effectivity)
This constitution shall take effect upon the ratification of at least 3/4 of joined council and the executive board members of this organization this Academic year 2007-2008.
